Background: The current housing crisis in our Commonwealth is clear and undeniable. As of March 2021 almost 216,000 Massachusetts residents are behind on their rent payment. It is no wonder that Massachusetts is losing middle and working class residents to states with more competitive cost of living expenses. Coupled with efforts to increase our affordable housing stock, we must address the asymmetry of power between landlords and tenants and the resulting effect on poor housing conditions.
What this bill does: By establishing a Housing Cooperatives Center under CEDAC, H.1320 (Co-filed with Rep. Ryan Hamilton) lays the groundwork for the expansion of housing cooperatives in Massachusetts.
