Background: The Tort Claims Act (M.G.L. c. 258) substantially restricts the legal liability of the Commonwealth and its municipalities, and places procedural obstacles intended to interfere with the ability of claimants to receive prompt, fair and reasonable resolution of claims. 

What this bill does: This legislation would substantially restrict sovereign immunity, allowing plaintiffs to sue government bodies for damages such as personal injury.
